Can I check the fuel regulator is servicable. Car seems to have fuel starvation and does not start when cranked over with good spark.

A good start is to check the fuel pressure to rule out the fuel filter and fuel pump also you can determine if the fuel pressure regulator is defective-by disconnecting the vacuum hose on it while engine is running and watching the fuel pressure increase between 8-10 psi if not its no good and also if the vacuum hose has fuel which means its ruptured
