New key and they car will not program the fob for door locks

My old key broke and lost forever. I got a new key and they car will not program the fob for door locks. I got the key to be valid in the computer through my scan tool and it says that the key is disable. Also the scan tool says for it to be enabled I need a key that is already enabled. I do not have an enabled key though. Is there a way around this? Please help

It sounds like your scan tool can copy the code but cannot set a new code for the new key. I believe the dealership is the only one that can do that while connected to their data base. Please let me know what happens. Cheers, Ken
