Can someone please instruct me how to access the brake light bulbs located in the high mount stop light so that I can replace the bulbs with the new brighter syslvania 921 silverstar bulbs?

No need to blind other drivers. If the lamp is not as bright as it should be, look for a deformed or dirty lens. If the bulbs are not getting full brightness, measure the voltage on both wires. If the other brake lights are normal brightness, look for any voltage on the ground wire for the high-mount light. The ground wire must have near 0 volts. If there is some voltage, look for a loose or corroded connection where the wire is bolted to the body. The brighter bulbs will melt the lens and housing over time.
