Should I get voltage at fuel pump when ignition is turned on. I am not getting fuel to injector rail. Is there a fuel relay?

Check the multiport fuel injection relay-under right center of dash

Is the relay under right side of consol uder dash?

I am having trouble finding the relay. Please let me know exactly where it is. I looked under the dash on the passenger side in the center and did not see it.
If I need to pay for this answer, I would be more than willing if the answer could be provided within the next few minutes.
