1992 Mitsubishi Mighty Max timing belt

1992 Mitsubishi Mighty Max 4 cyl Two Wheel Drive Manual 167000 miles
I'm replacing my timing belt and in the kit there are 2 belts. But when I removed the cover on motor , there is only the main one. The smaller one isn't even there. I was told it's a tensioner belt , but this truck has ran a long time without it. Is it really needed ?
