1995 Mitsubishi Galant Fuses Keep Blowing

Recently my 1995 Mitsubishi stopped after having a new battery, new fuel pump, new spark plugs, and a new distributor and wires installed. My mechanic said it was a fuse under the hood. After replacing a 30A and a 50A fuse, and trying to start the car, both fuses were blown.

Can you please tell me if I have an electrical problem, what it might be or is it something else to cause the fuses to blow.

If the new fuses held when the key was turned to "ON" not start, then the main system is ok. But, if the fuse(s) blow when you turn the key to start, you have a shorted starter.
