Cooling fan not working

My car will over heat when im in traffic or at low speeds. I figured out it was the fan that wasnt kicking on. The fuse was fine so I went to the relay. I put a paper clip at both the big slots of the relay connector and both fans went on. I bought a new relay and still nothing. What could be causing this? Thanks

Check and test the engine coolant temperature sensor or the temperature gauge switch

I forgot to state above that when the ac is on the fans dont go on as well. I will check the sensors. Thanks
