My AC only works when driving on low, what could cause that?

You mean low vehicle speed or low fan speed?

Low fan speed, but only when my car is in motion

Does compressor quit or fan won't blow on other speeds? or it stops blowing cold?
Have you had freon charge checked? lots of places have a resonable price for check out.
