1993 Mercury Tracer wont start

this Tracer has a 'Valet secdurity system'.. small key card that plugs in under the dash- allows a Valet to park the car, or start 2 times. then locks everyone out. My buddy thinks that this is the issue with it as it cranks and wont start.
Is there a way to by-pass the system to see if that is the issue?
He's in the Army at Ft. Sill OK.. has to rent a car to get back to the base.. any help quickly out there?

Check this real quick just be sure, open the oil cap look at the cam shaft and make sure it's turning with the engine, if it's not replace the timing belt. Just a simple check and can save you lots of agrivation.
