1993 Mercury Tracer bent valves

1993 Mercury Tracer 4 cyl Front Wheel Drive Automatic 200k miles
I have doing car repair for 30 years. today I am somewhat stumped. This tracer came in with a blown water pump. (shaft was separated from the pulley) however the tbelt was not broken (it was not running) I put a pump on, reset the tbelt to specs, no start, no compression ON ANY CYLINDRES. Do you think it bent valves in all 4 holes? I have the valve cover off and there is a small amount of play at the rockers, but I can not be sure. I suppose I will have to pull the head to make certain, but I am puzzled.
