Car jerking when stopping

My sons car periodically will jerk or buck as he slows down to break. It does not do it all the time. The car is a 94 Sable. Any ideas what could be wrong?

Does it feel like something is wrong with the engine or does it feel like the transmission is having trouble downshifting?

It sounds more like an engine issue not down shifting.

Does the jerking feel like the car is wanting to continue moving. Sometimes if the torque converter lockup solenoid is bad, it won't allow the converter to disengage at the right time and you get the feeling as if the car had a manual transmission and it won't come out of gear even though you're laying on the brake and forcing the engine below idle rpm. Or does it feel like the engine is running rough and jerking the car as you're slowing down? Does the check engine light come on or flash?
