2001 Mercury Sable Starter is ok but still will not start

My car won't start and I don't know what it is wrong with it. I had the starter checked out to see if it was good and it was. I had the battery replaced and checked it was fine. The sound it makes when I tried to start it was like when you try to start a car that is already started. So I don't know what the problem is. The lights on the inside and headlights are coming on just fine. My uncle said that it maybe a bad solenoid.
