fluid shoots through hole on power steering cap. it is not over filled. what could cause this?

You didn't turn the steering wheel with the engine off did you? That tends to make them puke fluid out the cap ...
I don't know how else it could have gotten on the cap since it's about the highest point in the system, a hose or fitting leak spraying clear up there should be apparant
