1999 Mercury Sable Cooling fan/AC fan not working

My cooling and AC fans will not kick on. Engine overheats but cools down while air moving through radiator so thermostat working fine. Both fan motors working correctly. Relay working fine. Replaced coolant temp sensor. Both fans still not turning on. Is there another "switch" or "sending unit" that I'm missing? I'm afraid it might be a faulty electrical wire. Any ideas?

There are 2 relays for the cooling fans, a low speed and high speed cooling fan relay. Have you tested both of these?

I switched around all three of the same size relay's in the engine compartment fuse panel. Did not have any effect.

Ok, the a/c compressor switch is likely at fault then
