1999 Mercury Sable AC Problem

My AC failed, and I attempted to recharge it but there seems to be a blockage in the system because the high pressure end has not pressure at all. The compressor is cycling on and off, but the fans do not go immediately as I believe they should (they do go on when the engine temperature gets high enough).

Where is the mostly place for a blockage in the system? Do I need a new relay since the fans are not coming on?

Do you know what the high and low side readings are? Post both and watch as the compressor cycles, if it is blocked, low side will draw way down into the 20's and that causes the low pressure switch in the accumulator to shut down the compressor, the high side will go up but usually only to 50-100 psi, the CCRM has the fan relay for a/c.
