1998 Mercury Sable car will almost never start the first ti

Ok so for about almost 2 years my 98 sable never started the first time and I would always turn the key and it would never turn the engine. I always would have to turn the key back in the off position and then start it again. It might be the fuel filter as it hasnt been changed in a couple years. I now im going to do that but my question is will that fix my issue? Whats going on?
(by the way the car almost always starts on the 2nd try. Like 98 percent of the time.)

Test the ignition switch and fuel pump relay

If your not able to perform electrical tests have someone do it-if you attempt it can get worst than it is. Do this 1st check and replace the engine coolant temperature sensor-its job is to give fuel during an initial cold starts its like a Carb choke then get back if more help needed
