1997 Mercury Sable car cranks but dont start, no juice to I

What powers the inertia switch? Is it a fuse or the ECM? My problem is the car will crank but will not start. I tested and there is no power to the inertia switch

Check fuse #10 fuel pump relay it 20A
should be hot at all times than power carried to the constant control relay module on left side of battery behind headlight (gry/pnk wire should be battery volts when key 1st on or when cranking )
wire go to the Intertia switch
out would be pink/blk and to the pump
if you have power when cranking replace the fuel pump

need manual CHECK IT @
