1992 Mercury Sable starter motor will not turn over

Hi! My '92 Mercury Sable will not start. Have power to the headlights and accessories and just replaced starter/solenoid about 4 months ago. Also took new starter to Autozone to test just in case. Car will not jump start either. When try to turn over fuel pump comes on and hear a click above starter somewhere, then nothing. Starter does not click. Any suggestions?What is the best way to troubleshoot?

Have helper hold key on starting position check for power at the starter small wire red and light blue/blk wire do you have it-if not check the manual lever position sensor white and pink wire if power is present replace the sensor if not its coming from the ignition switch.
