Idles Rough, Will not start in Cold Weather

1996 Mercury Mystique, 200k KM, 4 cyl.

Check Engine Light On

Starting: Turns over, fires, but will not run when temp is below -15c (Block heater plugged in)

Running: Idles rough, RPMs fluctuate, sometimes stalls, restarts immediatly.

Am i dealing with an Idle Air Controller? Any other suggestions?

Any help is appreciated!

only if the problem is ONLY at idle...let us know! Best to pull the codes though. Autozone does it free but get the actual codes from the guy don't let them tell you what to buy! I bought a gas cap from them I didn't need.
