1996 Mercury Marquis Car cranks but won't turn over at rand

1996 Mercury Marquis 6 cyl Two Wheel Drive Automatic

My car will crank but won't turn over, however it only happens sometimes. I have a full tank of gas but it sounds like the engine is not getting enough fuel to turn over all the way.
