1994 Mercury Marquis AC won't cool

Air Conditioning problem
1994 Mercury Marquis V8 Two Wheel Drive Automatic

The AC of my Grand Marquis stopped cooling. When I checked the refrigerant, the gauge registers as it having sufficient r134A.

The fuse is fine. The unit blows out warm air when on Max or normal AC. The heater and vent work fine.

What could be the cause?

If you watch it with the engine on and the ac on, you will see and hear the clutch on the front of the pulley lock up and spin with the pulley. When it is off, the center part won't spin.
