1992 Mercury Marquis Won't start

The car won't start but has power. Tried to jump it anyway that didn't work. It doesn't turn over when you turn the key. It just makes a clicking noise. I don't know what the problem is. Anybody have a suggestion?

Make sure your battery has 12.4 volts or better and cleaned/tight connection- Probable causes: Ignition switch/Manual lever position switch at transmission and starter itself. Hold key at crank position and look for power at the starter red and light blue wire-power there replace starter-No power backtrack to the switch at tranny.
