1999 Mercury Cougar Repair Question

1999 MERCURY COUGAR
I AM LOOKING AT BUYING A 1999 MERCURY COUGAR. THERE IS A LIGHT UNDERNEATH THE REARVIEW MIRROR THAT LOOKS LIKE A LITTLE WRENCH. THE OWNERS MANUAL IS NOT IN THE CAR. CAN ANYONE TELL ME WHAT THIS MEANS?

The light indicates that it is time for service. there is a 7500 mile limit that when it does not know the oil had been changed the light comes on.
the reset switch that lots of shops miss is in the fuse box under the hood. you start the car and then push the button down. I believe it says oil on it and is a red button.
