1989 Mazda Truck BETTE8 R GAS MILLAGE

Im trying to get better gas out of my truck I get about 14mpg in city and 24 highway i've been told that I could get about 28 in town and in the 30 on high way. Im not sure what I should do first to get the biggest improvement, I was wondering if you could tell me where to start. Thanks
