Engine Performance problem

it was running just fine and after sitting for seven days now it wont start... it spins over just fine , it had a quarter of a tank of gas and i added 5 more gallons of high tess and it will only start on starting fluid and die again , my dad thinks thats it is the fuel pump and i think that it is the fuel pressure regulator ... how can i know for sure what the problem is without wasting time and money that i dont have ?
