1996 Mazda Protege Car won't start.

I was driving home when the cabin began to fill the odor of burning rubber. Soon after, the battrey charge light came on, followed by my battery flickering on and off.
It was raining out so I had my wiper blades on and these too began to act up by strating and stopping.
A block from home I my speedometer began to act up by goin up and down (ocassionally dropping to zero) despite the fact that I was still moving.
When I got home I checked the car battery. One of the cables was loose. I removed it from the battery, cleaned it and then re-attached.
When I tried to start the car, the radio comes on, butb the car doesn't turn over. When I turn the key to the ON position, everything dies.
