2000 Mazda 626 CAR WON'T START

My Mazda was running great then all of a sudden it won't turn over. All the dash lights and head lights are working but I get nothing when I try turning it over. I have bought a new battery and am still having the same proble. The car will start and run fine when I got a jump start, but when you turn it off it won't start back up. How can I tell if its a stater or alternator problem? I would greatly appreciate any help you can give me on this problem.

Put a voltmeter on the battery read the meter-record it-now start the car up put your heater and headlights On-what's the reading?

What is the voltage regulator suppose to be at.

The open voltage on the battery meaning no load on the battery should read 12.4 or better and while running should be 14volts and higher with the heater and lights On.
