1998 Mazda 626 Won't start after rain

In April after a heavy rain, car would not start. The radio, lights, etc. all worked. All I heard was a "ticking" sound when I would turn the key. Since this is not my main car, I waited until the weekend (4 days later) to look again. Tried starting it again and after about 15 tries, it turned over. I drove the car to service center where they said I needed a new starter. They replaced the starter and I have had no issues until this morning. Rained 4 inches last night, went out to start and same thing. Just a "ticking" sound but radio and lights work. Battery was tested in April and the battery cables were changed about 2 years ago. Any ideas?
