Car won't go faster than 65 mph. Is the transmissionn going?

It could be the transmission or engine.

Is the engine rpm very high, indicating slipping or not shifting to OD?

Did you check the accelerator cable? Too much slack would result in throttle not opening fully and lack of engine power and speed.
