1999 Lincoln Town Car V8 Two Wheel Drive Automatic 97500 miles
Usually on a cold morning my 99 Town Car will not start. The engine does not turn over, all electrical components (radio, air suspension, lights, guages, wipers, etc.) work fine.
I usually have to turn the key off and back on about 10-20 times before it will turn over. Sometimes if I leave the key on and come back in a few minutes it will crank. Once it turns over, the engine starts fine and drives just as it did when new (no loss of power, weird sounds, etc). Once started, the car is fine and does not repeat this behavior unless it is a cold day and the car has set parked for over 6 or 8 hours, or set over night. The condition is starting to happen more frequently and in warmer temperatures.
Fuel filter was replaced with no positive results. Any ideas?

Do you hear anything "CLICK" when you turn the key to start and nothing turns? Please advise.
I hear a faint hum when the ignition is turned to 'on' (to which I assume is the fuel pump), then usually by the suspension leveling out. When turned to the 'start' position, no click from the starter or anything. When it does finally turn over, it does so as if there were never a problem (no clicks, slow turnover, starts within a second of cranking, etc.)

Attached is the starting circuit. When the "no start condition exists, start testing with the key on "start" at fuse #20 and work your way down to the starter.

Do you have a better resolution diagram of that starter circuit?
