1996 Lincoln Town Car no power when cold, fine when warm

Engine Performance problem
1996 Lincoln Town Car V8 Two Wheel Drive Automatic

73 YO friend has been driving car for 6 month with this problem I found out yesterday. Not sure of history except a few shops have told her every conceivable repair is her problem.

Problem: car starts fine- no long crank but speeds up in 1 mph increments under all foot on gas pedal conditions till it gets to highway speeds. Engine will NOT rev no matter what pedal condition is provided.
When coolant temp gets to operating range (50%) engine responds great, full pedal conditions ie will rev engine fine and car runs great. She sometimes will crank car & let it completely warm up and drive off without a problem.
See lots of post of engine losing power when hot- fine when cold BUT haven't found my condition which is just the opposite.
Sounds to me like a closed loop related problem, so i'm discounting OX sensor and MAP sensor.
