What would cause my car to overheat in traffic

Check the radiator/coolant level, water pump, thermostat-make sure the fan is coming on. Continues to overheat get it block and pressure tested-

I had my entire engine rebuilt about two years ago he changed every internal part in the engine and said the head was cracked. But he fixed it. Im not sure if that is posible. Sometimes wen I pull into my driveway after driving it for about 20 minutes I could hear water boiling sound. Then wen I look uner my hood the resavoir tank is overflowing its coming out of the overflow house it seems as though everything is backing up into the resavoir tank and overflowing.I have seen water pouring from under my car on the right hand side front and visable notices water shooting out of the overflow for the resavoir tank.I also notices that it only does this wen theirs fluid in the tank if I leave the tank empty it delays this problem from happening.I do not want to take it back to the mechanic who did my engine because he charged me an arm and a leg and kept the car for 5 months claiming that the manufacturer would send the wrong parts and he would have to keep sending them back

Get it block and pressure tested-something is not right.
