what makes the light come on and stay on?

Hi there,
There is one of two relays that i believe cause this problem, unfortunately only a Land Rover factory scanner will read it, i have had the same problem with a customers car a few years ago and had no luck reading the code with top quality professional scanners, only the factory scanner would do the read.
