will not charge when icut lights on and the belt squills when I cut lights on

Have the battery and generator tested, at most any major auto parts store its free. Your generator(or alternator if you prefer) has probably failed, causing the belt to squeal from severe resistance. You may need a belt also, they can check that for you too.
