2000 Kia Sportage Over Heating

I am trying to fix my sisters Kia Sportage, It over heats only after you park it and turn off the engine.
I replaced the thermostat and upper hose. (The Hose had some wet spots on the bottom), My question is how do you check the electric fan on the front of the Radiator?, I think that should go on by itself after the car is turned off and then shut off automatically. I don't think it ever turns on. I checked the ECU fuse and it was good. Is there a sensor on the thermostat housing for that fan?

How hot is the engine temp with the engine running? For it to boil after it is shut, it has to be running hot. Also, the cooling fans should automatically turn on at around 215 degrees. If they are not, run a jumper wire directly to the fan motors to see if they are any good.
