When I put gas in my car, it takes longer than normal. I can put 2 dollars in and it starts to do the clicking as though it's full. But my car could be on empty. I put some gas line de-icer or something in there already but that did'nt do anything for it. Can you please maybe give me an idea of why it is doing this and how can I fix it?

It has something to do with your EVAP emission system. Usually the purge solenoid or the check valve not working properly, thus creating pressure/vacuum rendering new fuel cannot enter the system.

Have your EVAP System checked at your favorite garage.
