Key switch replacement problem

Bought this car from a police impound auction hoping to fix it up and give to my brother. The first repair I started was to replace the key switch assembly because the one in it was broken in half from whoever had stolen it. According to the service manual it should have been easy. Once I got the old assembly out I installed new switch but after putting lock pin bolt back in I tried to turn the key and it wouldn't move. Jiggling, slight in and outs, all the tricks to get a key to turn all failed. The outer lip of the hole in the column for the switch was also mangled and does not cover the switch. Any help is appreciated.

Whenever you get a stolen vehicle the column cover has to be replaced with the switch/tumbler because that is usually damaged as well. You need a special tool to collapse the spring to disassemble this.
