1993 Jeep YJ won't start. Engine flooding out.

1993 Jeep YJ 6 cyl Four Wheel Drive Manual

The engine usually won't start when it's cold (I live in WI). If it starts, it loads up. Could it be the coolant temp sensor or the air temp sensor?
