1987 Jeep Wrangler horse power

My jeep has plenty of tork but 4th and 5th gear, when on the freeway, have no horse power. 5th gear is only good for going down hill. is there any way to remedy this problem?

The only way to change it is to change the differential gear ratio. That gear is ment for fuel economy. The lower RPM helps the MPG if you are on a flat surface, but as you mentioned, it has no power.
