My Jeep would not start last week, so I had the battery and alternator tested. They said the alternator was fine, but that the battery was dead and would not hold a charge. So I bought another new battery and replaced it. When I drove to work this morning, the voltage when it cranked was at 14, as I drove on the voltage slowly went down to 10 and was still dropping when I arrived at work. What could the problem be if the battery is new and the alternator is fine?

Check all of your connections for loose or corrosion or any breaks in them. If you do not find anything, take it to another place and get the alternator checked out again.

It sounds like you have an alternator that is going out, it checks good one moment and then shorted out the next which is typical of the way and alternator goes out. Here is a guide to test and then replace the alternator to help you get the problem fixed.
