Poor gas mileage

I own a late 96 Jeep Grand Cherokee Laredo. It has the inline-6 4-litre engine and has low miles considering it's age. I bought it used from somebody I knew. I put fresh tires, brakes, rotors, and even a new trackbar. All stuff that was just worn out. When I had the wheels done I also had an alignment. I recently replaced the valve cover gasket and one of the pcv vents.
with all that out of the way. My wonderful jeep only gets about 12-13 mpg in the city. A friend of mine who has the exact same jeep gets at lest 15-18 in the city. Any ideas?

Start with 02 sensor and temp sensor. They are the most involved sensor fuel economy wise.

Would a bad exhaust manifold (ie. Leaking) make any difference in the problem?
