'97 heat/air blows only on low

I have a '97 jeep cherokee sport 4.0L w/ 100,000 miles. For the past year I can only have my fan on speed 1 or 2, then the air controll flap closes. I can get very little air or heat out of my defrost or foot vents. I think the vacuum may be bad. I have took my dash apart thinking I could get to it but I cannot find anything. how do I get to the vacuum or is this even the problem. need help please. :? :?

The vacuum on my 91 Cherokee connect directly to the heat control unit in the dash. I believe the hoses come in through the firewall up high and right about where the contol unit is in the dash. There is a vacuum canister behind the front bumper on the passenger side, this is where the heat control unit gets its vacuum. When it has no vacuum, the floor/vent/defrost selector won't work and it will be stuck on defrost. If the stereo has ever been replaced, one of the plugs might have come loose on the control unit since it is right there with the stereo, check that they aren't. Let us know how it goes.
