96 Grand Cherokee won't start

96 GC, Auto, L6
I went to start my car in the morning and it would turn over but it will not fire. Also the fuel gauge shows as empty but the tank has 8-10 gal of gas. I tried to check if the fuel pump was getting voltage, I did not detect any but I may not have had a good test. I replaced the fuel pump relay with no effect. What are the other poss causes and ways to check/repair. Sometimes when giving it gas it would hesitate a little and then go. Thanks for the help.

When it refuses to start check for spark and fuel, then comeback.

OK I'll check that, But would that have an effect on the fuel gauge?

No it has nothing to with fuel level-you need cranking speed,compression,fuel and ignition to get an engine to start.
