2003 Jeep Cherokee What to do?

I went to a place to get a inspection they let me know I need new seals for the rear axles and brakes. Should I replace the seals or the axle? Also do you have to have the seals or axle replaced to pass a saftey inspection. Also they told me my upper tie rod was loose and need to be replaced before it would pass. Is that also something needed for a saftey inspection?

Hi there, you will have to get the seal & wheel bearing replaced as a set, oil will be causing a problem on the brakes if this is not rectified, and I think that they are referring to an outer tie rod end, if faulty along with the rear seal they will be items required to be fix for road worthy condition.
