2001 Jeep Cherokee overheating

my car started to overheat today while city driving. it runs and maintains temp fine while on the highway. what could be the problem and what should i do to fix it. the overflow cylinder had plenty of coolent and i noticed the radiator fan did not come on. could that be the problem or should i just get a new thermastat

If the engine runs cool at highway speed and overheats in city driving, the most common cause is the radiator fan. Does the vehicle have electric fans or a fan clutch bolted to the water pump?
