2000 Jeep Cherokee Wont start

My cherokee for some reason will not start. When the key is turned to start the car you hear a click. The dash lights and all other electrical components work. When u you turn the key to the off position i hear several clicking noises coming from behind the dash and the rpm and speedometer needles willl go from 0 to there max position to 0. The baterry and starter are both good. Please HELP


Received a reply in regards to this posting from an individual. I checked the battery and terminals and replaced both prior to the original posting. This vehicle does not have an after market alarm, but does have a factory alarm. I am unsure how to disable this alarm unit. I pulled the fuse for the alarm and the fuse was not blown.

Will not crank
or it does crank but no start

disconnect battery and check terminals
reconnect and try to start
check security system and if any after market alarm system
