1999 Jeep Cherokee Car will not start after is turn off

After driving for about 10 t0 15 miles and I park and turn off engine, the entire car goes dead.
1) Can not lock doors and there is a clicking noise under the dash board by the passenger side.
2) if I turn the key to try to start the car again, all the gauges go crazy from left to right, and right to left, if I remove the key the clicking noise continues.
3) If I leave the key in the on position all gauges still go crazy; them after a minute or more the car goes back to normal and I am able to start it.
4) This has also happened as I was driving, all the lights on the control panel start to blink and the gauges also go crazy and then all of the sudden goes back to normal.

Please help me on this my mechanic has not been able to find the problem because the car does not do this at the shop.

Tough question to answer, especially since the mechanic can't find anything, but, has the vehicle even been scanned for codes? Fuse panel in passenger kickpanel been looked at? The only module inside the area, is the transmission control mod, under the center of the dash. Clicking leads me to believe a relay is on the way out, and by leaving the key on, it eventually energizes and works

if no communication with com. Unplug crank sensor and see if communication returns. If it does ckp is the problem if not try unpluging anything with common ref. Signal.O2s. Tps. Etc. RI

Hi Bob and Ken;
I would like to let you know that the problem the car had was?THE BATTERY Apparently it was creating a short in the system.
