You probably have a bad horn switch but most of them are part of the air bag now.

BUT THERE IS A KEY RIGHT BELOW THE STEERING WHEEL AND THE LIGHT KEEPS BLINKING. WHEN WE PURCHASED THE VECHILE, WE WERE TOLD TO NEVER TOUCH IT OR IT WOULD TAKE A WHILE BEFORE IT BE ABLE TO CRANK. BUT IT JUST SO HAPPEN THAT THE OTHER DAY WHEN I WENT TO CRANK THE JEEP UP, THE HORN JUST WENT OFF. BUT I NEVER TOUCHED THE KEY.

The key should be just a starter lockout and nothing to do with the horn.

You never said it wouldn't start, just that the horn was going off. It sounds like the car has an aftermarket alarm system beyond just that key.
Try locking all the doors and unlock it from the tailgate and then the doors.

I don't have anything else. The system seems to have a malfunction.

Here's one more thing that sometimes works.

Disconnect the battery. Turn the key on to the "run" position and then connect the battery back up with the key on and see if that works.
