1997 Jeep Cherokee Low revving and electrical output

I recently started having trouble with my 1997 Jeep Cherokee Sport 4.0L 6cylinder. I ran it almost to empty waiting for my next paycheck. The day I went to get gas it sputtered and would stall when I hit the brake. I figured low gas, so managed to get it to the pump, put half a tank in and it still sputtered and would stall. I put dry gas in thinking maybe some condensation got through, and still the problem persists. Whenever I open the door, try to put the windows up or down, or hit the brake, the engine stalls. When it idles, it hovers just below 1000 rpm, which is low compared to normal.

My grandfather suggested it may either be the fuel filter or fuel pump. I just don't understand the electrical problems being associated with that.

Also, the rear lights (all of them) stay on while the Jeep is running now.

Any ideas?

I don't know about your lights, but on your stalling problem, I suggest you check your fuel pressure. Use the fitting on the injector rail. It should be pretty close to 40 psi. Also, be sure it holds pressure after you shut it off for a pretty good while{ at least 15 min.
