My IOD Fuse is blown. When I replace it with a 15 amp new fuse, it blows as soon as I touch the fuse prongs (legs, metal pieces, or whatever they're called) into the socket. What is wrong and how do I fix it. . . my interior lights, dashboard instruments (mph, tachometer, gas gauge, etc.), radio, etc. do not work. Please help.

Has to be a short in the wiring. The list of circuits affected by the IOD usually consist of the following:

Cargo Lamp, CHMSL, Diagnostic Connector, Dome Lamp, Glove Box Lamp, Map Lamps, Power Mirrors, Radio, Under Hood Lamp

You may have to disconnect every one of these devices except including the OBD port to inspect their wiring.
